Arctic Natural Gas Supply to Alleviate Winter Shortages
China’s energy security is set to receive a significant boost with the annual imports from the Yamal natural gas project in the Arctic region. The project’s increasing supplies of natural gas will help alleviate the current severe shortage, especially in northern China. According to an executive from China National Petroleum Corp (CNPC), the imports from the Yamal project play a crucial role in enhancing China’s oil and gas reserves, ensuring a steady and long-term supply.
Jiang Qi, the general manager of CNPC Russia, a subsidiary of CNPC, highlighted the importance of the Yamal project in boosting China’s energy security. He mentioned that China will be importing more than 4 million metric tons of natural gas from Russia’s Yamal liquefied natural gas project each year once it is fully operational. CNPC, as an investor in the project, is actively involved in securing these crucial energy supplies for the country.
In 2013, CNPC acquired a 20 percent stake in Oao Novatek’s $27 billion Yamal project for $5.4 billion, solidifying its commitment to ensuring a stable energy supply for China. Jiang emphasized that the energy cooperation between China and Russia is based on natural complementarities, leading to the establishment of a long-term oil and gas cooperation framework. This framework includes projects like the Sino-Russia crude oil transmission pipeline and the natural gas pipeline currently under construction.
The Yamal project is not only essential for securing energy supplies but also for promoting infrastructure development in the Arctic region. Jiang mentioned that the project plays a crucial role in the construction of the Northeast Passage in the Arctic Ocean, a sea route that directly connects China and Europe. This passage has already seen 54 freight vessels passing through it, and with further expansion of the project, more liquefied natural gas (LNG) will be transported through this route, significantly reducing freight costs between China and Europe.
Chinese shipyards have actively participated in the Yamal project, gaining valuable experience and technology in oil and gas exploration in the Arctic region. Jiang noted that Chinese enterprises are responsible for 85 percent of the project’s module construction, showcasing their growing expertise in this field. These enterprises have constructed seven transport ships and are operating 14 out of the 15 LNG carriers involved in the project, further strengthening China’s presence in the Arctic energy sector.
The construction of the Yamal project has been a significant investment for China, with the contract amount for construction totaling $7.8 billion and the shipping contract amounting to $8.5 billion. This substantial investment reflects China’s commitment to securing its energy supply and enhancing its energy security through projects like the Yamal natural gas project.
The Yamal project has also provided Chinese enterprises in the manufacturing sector with valuable experience and technology to operate in the Arctic region. With China’s increasing focus on cleaner energy sources, the demand for natural gas is on the rise, leading to a gas shortage this winter as Beijing aims to reduce coal usage. To address this shortage, CNPC spokesperson Qu Guangxue confirmed that the company is in negotiations with Central Asian nations to secure additional stocks of natural gas, ensuring an adequate domestic supply for China.
