China’s energy security is set to receive a significant boost with the annual imports of natural gas from the Yamal project in the Arctic region. The country is currently facing a severe shortage of natural gas, particularly in northern China, making the increased supplies from the Yamal project crucial for meeting the growing demand for winter heating. According to an executive from China National Petroleum Corp (CNPC), the imports from the Yamal project will play a vital role in enhancing China’s oil and gas reserves, ensuring a steady and long-term supply of natural gas.
Jiang Qi, the general manager of CNPC Russia, a subsidiary of CNPC, highlighted the importance of the Yamal project in securing China’s energy needs. “China’s imports from the Yamal project will substantially boost our oil and gas reserves, providing a reliable source of natural gas for the country,” Jiang said. CNPC, as an investor in the project, is set to take over 4 million metric tons of natural gas annually from Russia’s Yamal liquefied natural gas project once it reaches full operational capacity.
In a strategic move back in September 2013, CNPC acquired a 20 percent stake in Oao Novatek’s $27 billion Yamal project for $5.4 billion. This investment has proven to be crucial in ensuring China’s energy security and meeting the rising demand for natural gas in the country. Jiang emphasized the natural complementarities between China and Russia in energy cooperation, highlighting the establishment of a long-term oil and gas cooperation framework through projects like the Sino-Russia crude oil transmission pipeline and the natural gas pipeline currently under construction.
Furthermore, the Yamal project is not only beneficial for China’s energy security but also for enhancing trade routes and lowering freight costs between China and Europe. The project promotes the construction of the Northeast Passage in the Arctic Ocean, a sea route that directly links China and Europe. Jiang mentioned that as many as 54 freight vessels have already traveled through the passage, and with the project’s expansion, there will be a significant increase in LNG transportation through the sea route, leading to a substantial reduction in freight costs.
China’s involvement in the Yamal project extends beyond energy cooperation, as many Chinese shipyards have actively participated in the project, gaining valuable experience and technology in oil and gas exploration in the Arctic region. Chinese enterprises have been responsible for 85 percent of the project’s module construction, building seven transport ships and operating 14 out of the 15 LNG carriers. The project’s construction and shipping contracts have amounted to billions of dollars, showcasing the scale of China’s involvement in the Yamal project.
The Yamal liquefied natural gas project marked a significant milestone with its first export cargo of 173,000 cubic meters of super-chilled fuel loaded from its Arctic terminal over the weekend. This successful export highlights the project’s operational capabilities and its importance in meeting the growing demand for natural gas in China and beyond. Jiang emphasized that the project has not only contributed to China’s energy security but has also provided Chinese enterprises in the manufacturing sector with valuable experience and technology to operate in the Arctic region.
As China continues its transition towards cleaner energy sources, the demand for natural gas has surged, leading to a gas shortage this winter. Beijing’s efforts to curb coal use have further exacerbated the shortage, making it imperative for CNPC to secure additional stocks from Central Asian nations to ensure an adequate supply of natural gas for domestic consumption. Qu Guangxue, a CNPC spokesman, stated that the company is actively engaged in negotiations with Central Asian nations to address the rising demand for gas and alleviate the shortage in the country.
